After the Deepwater Horizon disaster last year, the UK, which hasn’t experienced a blowout in their offshore areas in 20 years, formed OSPRAG, short for Offshore Spill Response Advisory Group.  This advisory group, a cooperative between the offshore industry, the government, and, gasp trade unions, was charged with developing first response plans, control and remediation, insurance and liability issues, and the regulatory regime in the North Sea.
